There is wear and use showing on the tool it is used. It's made by none better model ah 10x. Very good usable condition.

As the pictures show, it works properly. It has the turns indicator in 1 10 turn increments so you can keep track of where you are. Rates went up, but an item in this price range should be shipped properly even if heavy.
